À l’aube du xxe siècle, la concrétisation du projet d’une union sanitaire universelle parachève l’œuvre de coopération menée depuis 1851 contre les épidémies. À partir de 1907, l’Office international d’hygiène publique de Paris ambitionne de conduire les affaires sanitaires internationales, entre paix et guerres. À l’âge de la jeune Société des nations, la rencontre tumultueuse entre tenants de l’Office de Paris et les promoteurs, étatiques et non étatiques, d’un nouvel agencement du monde, ouvrent la voie à un système sanitaire international hybride et multipolaire.

Epidemic Diseases, Health and World Order : International Health Organizations, 1903-1923As the 20th century was dawning, the materialization of the project for a universal sanitary union put an end to the cooperative work undertaken in the fight against epidemics since 1851. From 1907 onward, the Paris-based Office international d’hygiène publique aspired to supervise international health affairs in war and peace. At a time when the League of Nations was newly-formed, the stormy meeting between the supporters of the Office de Paris and those who promoted a new world order – whether they be state representatives or not – paved the way for a hybrid and multipolar international sanitation system.
