Cet article s’intéresse aux interactions structurées entre organisations humanitaires qui concourrent à construire un espace d’intervention en Haïti entre 2008 et 2016. Son point de départ est de montrer que l’espace social investi par les acteurs humanitaires – légitimé et rythmé par des « situations d’urgence » – oblige les humanitaires à restructurer leurs arènes de négociations, notamment par rapport à leurs participants et leurs objectifs, pour maintenir la légitimité de l’intervention humanitaire. Il montre comment ces adaptations successives entraînent d’une part, une fragmentation des arènes de négociations en une multiplicité d’espaces ad hoc. D’autre part, ces adaptations ne permettent pas vraiment d’évaluer la diffusion ni la force des normes construites dans ces espaces. Enfin, le système de « coordination » des humanitaires perpétue finalement l’existence d’une structure parallèle à l’État local.

This article focuses on the structured interactions between humanitarian organizations that contributed to building a space of intervention in Haiti between 2008 and 2016. Its starting point is to show that the social space invested by humanitarian actors — legitimized and punctuated by “emergency situations” — forces humanitarians to restructure their arenas of negotiation with regard to their participants and objectives in order to maintain the legitimacy of the humanitarian intervention. It shows how these successive adaptations lead, on the one hand, to a fragmentation of negotiation arenas into a multiplicity of ad hoc spaces. On the other hand, these adaptations do not really make it possible to assess the spread or strength of the norms constructed in these spaces. Finally, the system of “coordination” of humanitarians ultimately perpetuates the existence of a parallel structure to the local state.
