Dans le cadre de recherches portant sur le handicap, Mouloud Boukala, enseignant chercheur en anthropologie et en études cinématographiques à l’université Louis Lumière - Lyon 2, a conduit en juin 2008 un entretien avec Patrick Fougeyrollas, à l’Institut de réadaptation en déficience physique de Québec (Canada). Patrick Fougeyrollas est le directeur de l’enseignement et du soutien scientifique de cet Institut de réadaptation. Il est aussi chercheur au Centre de recherche en adaptation et intégration sociale (Cirris) et assure la présidence du Réseau international sur le processus de production du handicap (RIPPH) : www.ripph.qc.caPassant en revue les concepts clés de la question du handicap que sont l’accessibilité, la visibilité, la participation sociale, la situation de handicap, l’environnement et l’obstacle, Patrick Fougeyrollas confronte l’approche française et l’approche québécoise sur ce sujet. Il montre l’évolution en cours d’une approche centrée sur la santé vers une approche centrée sur les droits, qui implique une conceptualisation de l’environnement et conduit au-delà de la CIF (Classification internationale du fonctionnement, du handicap et de la santé), qui garde un ancrage biomédical. La convention internationale adoptée le 3 mai 2008 par les Nations Unies ouvre des perspectives nouvelles dans ce sens, parce qu’elle est axée sur l’exercice des droits.

In the framework of research on disability, Mouloud Boukala, a researcher and teacher in anthropology and cinematographic studies at the Lyon-2 Louis Lumière University, interviewed Patrick Fougeyrollas in June 2008, at the Institute of Readaptation in Physical Deficiency of Quebec (Canada). Patrick Fougeyrollas is the director of teaching and scientific support at this Institute of readaptation. He shows the evolution under way of an approach focused on health toward an approach focused on rights, which entails a conceptualization of the environment and leads beyond the CIF (International Classification of Functioning, Disability, and Health), which maintains a biomedical basis. The international convention, adopted on May 3, 2008 by the United Nations, opens new prospects in that direction because it is focused on the exercise of rights.
