L’histoire du secteur social et médico-social retiendra sans doute que la première décennie du xxie siècle a été marquée par la promulgation de textes fondamentaux relatifs à l’action sociale (loi du 2 janvier 2002), aux personnes avec un handicap (loi du 11 février 2005), à la protection de l’enfance (loi du 5 mars 2007). Mais elle observera sans doute aussi que cette décennie a été le théâtre d’une profusion réglementaire et d’une restructuration en profondeur du secteur social et médico-social, d’un désordre créateur dont nous ne distinguons par encore clairement les conséquences. Sans prétention exhaustive, l’auteur dégage quatre notions aujourd’hui prévalentes – Compensation au regard d’un Projet de vie, Scolarisation, Bientraitance, Individualisation – et deux processus – Rationalisation, Marchandisation.

The history of the social and medical-social sector will certainly record that the first decade of the 21st century was marked by the promulgation of fundamental texts concerning social action (the law of January 2, 2002), persons with a disability (the law of February 11, 2005), the protection of childhood (the law of March 5, 2007). But history will surely moreover note that this decade was also the time of a profusion of rules and a thorough restructuring of the social and medical-social sector, of a creative disorder whose consequences we cannot yet clearly distinguish. Without claiming to be exhaustive, the author identifies four notions that have become prevalent today – Compensation with respect to Life Plan, Schooling, Proper treatment, Individualization - and two processes – Rationalization, Commodification.
