Les méthodes du management utilisées dans le secteur privé à but lucratif ont infusé progressivement, ces dernières années, le pilotage des institutions publiques.Plus particulièrement dans le secteur éducatif, plus particulièrement encore dans le secteur de l’Adaptation scolaire et de la scolarisation des élèves handicapés (ASH).Pour le public, il existe en général trois grandes tendances?: deux qui pourraient presque se confondre, fordisme et taylorisme, auxquels s’opposerait la troisième, un management moderne de la qualité, plus respectueux des professionnels de l’entreprise ou de l’institution concernée.Cette étude tente pourtant de montrer que la réalité et l’architecturation des modèles du management applicables à l’ASH sont infiniment plus complexes et, en réalité, très différentes.Et qu’un bon management du secteur consiste à conduire l’action en tenant compte des objectifs globaux de l’institution, de la section ou du service, mais aussi, et surtout, en veillant à la continuité et la complémentarité du travail des professionnels engagés.

The management methods used in the private for-profit sector have infused gradually, in recent years, the leadership of public institutions. Particularly in the education sector, more particularly in the area concerning school adaptation and education of students with disabilities (ASH).For the public, there are here generally three major trends: two that could almost be confused, Fordism and Taylorism, which would oppose the third, a modern quality management, more respectful of professionals and institutions.Yet this study attempts to show that the reality and the architecturation of models in management applicable to ASH are infinitely more complex and, in fact, very different;that a good management consists to drive the action taking into account the global objectives of the institution, section or service; but also, and most importantly, ensuring the continuity and complementarity in the work of the different professionals.
