Les Itep sont les héritiers des impossibilités des anciens Instituts de rééducation qui, face aux problématiques diverses, «  ni véritables “déficients mentaux“, ni intrinsèquement psychotiques, ni simples cas sociaux », ont montré leurs limites dans le traitement des troubles psychiques et difficultés psychologiques. Le concept de dispositif, en cohérence avec le développement des politiques publiques, prend en compte la dimension personnalisée de l’intervention à la hauteur des capacités et des difficultés des jeunes concernés, dans une dynamique interdisciplinaire et dans un cadre institutionnel décloisonné. Cette approche de mise en œuvre doit se développer par une expérimentation de grande envergure devant servir de laboratoire en vue de rénover l’ensemble du secteur médico-social.

The Therapeutic, Educational and Pedagogical Institutes (Itep - Institut thérapeutique, éducatif et pédagogique) inherited tasks that were impossible for the previous Institutes of Reeducation, which had to face a whole variety of problems in dealing with persons who were “ neither truly mentally deficient, nor intrinsically psychotic, nor simple social cases”. These establishments showed their limits in treating psychic disturbances and psychological difficulties. The concept of structure, in line with the current development of public policies, takes into account the personalized dimension of the treatment adjusted to the capacities and difficulties of the young persons concerned. The approach is interdisciplinary, and is put into practice within a decompartmentalized institutional framework. The Itep approach to work with young persons must be developed further through large-scale experimentation, which can serve as a laboratory aimed at renewing the entire medical-social sector.
