RésuméÀ travers l’exemple de la participation des agriculteurs familiaux au Programme de Développement Durable des Territoires Ruraux (PDSTR), cet article défend une posture scientifique : désenclaver l’analyse des arènes participatives en les réinsérant dans les rapports de pouvoir du policy making. Cette recherche croise trois sociologies politiques : les structures d’opportunité politique, les trajectoires militantes et répertoires d’action collective des participants, et l’action publique. Il analyse l’institutionnalisation d’un « noyau dur » de participants, caractérisés par leur militantisme institutionnel et leur « leadership transactionnel », qui formatent techniquement et financièrement les projets de politique publique. Il montre également la constitution d’une « coalition de cause » qui, au final, définit le policy making et le contenu du PDSTR.

Participative democracy as an opportunity structure and a sectorial notability strengtheningThrough the example of family farmers’ participation in the Program of Territorial Sustainable Rural Development (PDSTR), this article defends a scientific posture: open up the analysis of the participatory arenas by reinserting them in the relationships of power of the policy making. This research crosses three political sociologies: the structures of political opportunity, the militant trajectories and the repertoires of collective action of the participants, and policy analysis. It analyzes the institutionalization of a “hard core” of participants, characterized by their “institutional militancy” and their “transactional leadership”, who format technically and financially the policy projects. It also shows the constitution of an “advocacy coalition” which, in the end, defines the policy making and the contents of the PDSTR.
