RésuméLa préparation du sommet de Riga de novembre 2006 annonce des divergences plus ou moins feutrées sur les enjeux de l’Alliance atlantique. Va-t-on vers une troisième réforme – après celle du début des années 1990 et celle du tout début du siècle ? L’Alliance a-t-elle vocation à devenir une « organisation globale » de sécurité ? Nombre d’hypothèses dépendent de la manière dont les Européens décideront ou non de prendre en main leur sécurité, et donc des avancées ou blocages de l’Union.

The Atlantic Alliance is perhaps starting its third structural reform. The delicate assimilation of “global strategy” and the priorities concerning war on terror and failed States lead to a series of fundamental questions – diplomatic and doctrinal, philosophical and strategic —, that could be, for a part, unresolved before the Riga Summit. The semantic ambiguities and the divergence of transatlantic or intra-european point of views hide imperfectly the reality according to which it is better to build Europe first in order “to think the Atlantic Alliance”, whereas NATO is still considered indispensable if Europeans and Americans want to engage together.
