Avec la découverte du pétrole, la Guinée-Équatoriale a pu négocier des partenariats avec des firmes internationales. Cet article examine les efforts du régime guinéen pour se repositionner sur la scène internationale. Ce pays est-il une entité « off-shore » ou un entrepôt continental ? Appartient-il aux mondes hispanophone ou francophone, à la zone franc ou aux marchés dollarisés ? Les réponses à ces questions dépendent de la redéfinition ce qui était considéré jusque-là comme « territoire nationale » et « richesse nationale ».

Equatorial Guinea : Be « Offshore » to Stay « National »With the discovery of oil, Equatorial Guinea has negotiated partnerships with international firms and financial agencies. This article examines the Guinean regime’s efforts to reconstruct itself in the international arena by raising certain questions : Is Equatorial Guinea an offshore entity or a continental entrepot ? Is it part of the Hispanophone or Francophone regimes ? Is it better integrated into the franc zone or dollarized international markets ? The answers to these questions depend upon the redefinition of what has heretofore been signified as « national territory » and « national wealth ».
