RésuméCet article propose d’examiner l’évolution du gouvernement municipal dans une ville de tradition industrielle. L’analyse, qui couvre une période allant de l’après-guerre jusqu’à nos jours, montre que le système de gouvernement à Saint-Étienne s’est écarté de celui observable dans les autres villes françaises à partir des années 1970. Cette singularité était liée à la place centrale de l’État et de ses segments locaux dans la gestion municipale jusqu’à une période très récente. L’évolution actuelle, marquée par l’affirmation lente et difficile d’un leadership mayoral, autour de l’instauration d’un lien entre le maire et son administration, semble attester du rapprochement du système de gouvernement stéphanois de celui des autres villes françaises.

In this paper we will examine the evolution of the municipal government in a French industrial city. The analysis covers a period spreading from the end of the Second World War to nowadays. This article illustrates the singularity of the evolution of the municipal government in Saint-Étienne, Indeed, the key position of the state and the specific structure of the urban society have engendered for a long time an unusual system of government. The evolution during the last decade was characterised by the slow and difficult assertion of leadership. This was induced by the links established between the mayor and his administration, testifying the end of the gap between the municipal government in Saint-Étienne and the municipal government in other French cities.
