Cet article vise à contribuer au débat ouvert depuis quelques années en sciences sociales sur la manière dont la gouvernementalité néolibérale agit sur les subjectivités. Il s’intéresse aux liens entre l’accès à la propriété et la production politique des espaces urbains en Amérique latine, considérant celle-ci comme l’un des effets de cette subjectivation. À travers l’étude de la rationalité politique du programme de subvention au logement développé en Équateur à partir de 1998 et d’une enquête menée à Quito auprès d’un groupe de femmes en ayant bénéficié, il cherche à éclairer comment cette modalité d’accès au logement agit concrètement sur la transformation des subjectivités pour produire un affaiblissement de la « volonté générale » des individus. Il montre que cela passe notamment par l’objectivation des « bénéficiaires », la responsabilisation individuelle, la normalisation du rapport au logement et la dépolitisation des formes d’encadrement social.

Neoliberal Government and Urban Citizenship in Latin America. Study of Modes of Subjectivation through Access to Subsidized Housing in QuitoThis article aims to contribute to the debate that has been going on for some years in the social sciences on how neo-liberal governmentality affects subjectivities. It focuses on the links between access to property and the political production of urban spaces in Latin America, considering this process as one of the effects of this subjectivation. Through a study of the political rationality of the housing subsidy programme developed in Ecuador since 1998 and a survey carried out in Quito among a group of women who have benefited from it, it seeks to shed light on how this means of access to housing has a concrete effect on the transformation of subjectivities, leading to a weakening of the “general will” of individuals. It shows that this can be achieved through the objectification of the “beneficiaries”, individual responsibility, the standardization of the relationship to housing and the depoliticization of forms of social regulation.
