RésuméUn des enjeux de l’étude du fonctionnement interne du Parlement est de déterminer s’il existe des spécificités flamandes en ce qui concerne les épices, ou des éléments sur lesquels il se serait affranchi des usages locaux. Si en matière pénale, il a finalement accepté de suivre le modèle français sur la perception d’épices, en matière civile, des particularismes apparaissent. Le Parlement applique une procédure héritée des cours flamandes, reposant sur une instruction écrite, avec l’intervention systématique d’un rapporteur. Revenu occasionnel ailleurs en France, elles constituent donc pour les conseillers flamands un salaire plus régulier. Les sources montrent que les épices représentent une vacation horaire, évaluée en fonction du temps passé par les juges à examiner le procès avant de juger, alors qu’en France, elles rémunèrent uniquement le labeur du rapporteur. Quant aux modalités pratiques de perception, elles semblent être les mêmes, notamment par l’intervention d’un receveur des épices.

Spices in the Parliament of Flanders : Singular Customs ?One of the issues of the analysis of the internal workings of the Parliament is to determine whether there are Flemish specificities with regard to spices, or elements in which it may have broken away from local customs. If, in matters of criminal proceedings, it finally accepted to follow the French way of levying spices, in matters of civil law particularisms appear. The Parliament resorts to a procedure inherited from the Flemish courts, relying on the writing of the instructing procedure, with the systematic intervention of a reporter. An occasional income elsewhere in France, they make up in Flanders a more regular source of income for the councilors. Documentary sources show that spices amount to hourly fees, charged according to the time actually spent by the judges in the study of the case before the trial, while in France, they only remunerate the work of the reporter. With regard to the practical modalities of the levy, they seem to be similar, particularly through the intervention of a collector of the spices.
