Cet article étudie les modalités d’intervention de la microsimulation dans l’élaboration de la Prime d’activité. La dimension politique de cette forme d’expertise économique réside en premier lieu dans le flou des frontières qui peuvent séparer conception et chiffrage d’une réforme, en second lieu dans le cadrage cognitif produit par la microsimulation, centré sur l’identification des gagnants et perdants de chaque scénario envisagé.

This article studies the ways in which microsimulation is used in the development of the "Prime d’activité." The political dimension of this form of economic expertise lies first in the blurring of the boundaries that can separate the design and costing of a reform, and second in the cognitive framing produced by microsimulation, which is focused on identifying the winners and losers of each scenario envisaged.
