Après Thermidor, la Convention se retrouve face à la question de sa responsabilité dans les violences répressives. Contrairement à une idée reçue, elle ne met pas fin au gouvernement révolutionnaire, mais invente un prétendu « système de terreur » imputé à Robespierre et ses « complices », transformant ainsi la Terreur en une sorte d’entité autonome séparée du gouvernement révolutionnaire. Ce tour de passe-passe politique s’accompagne de trois questions décisives : comment réintégrer les représentants du peuple proscrits encore incarcérés ou en fuite ? comment rendre hommage à ceux qui sont morts et transformés en « martyrs » ? quelles réparations accorder aux familles de ces derniers ? Dans les trois cas, des tris sont opérés, moyennant des choix politiques qui n’ont rien d’innocent.

After Thermidor, the Convention found itself faced with the question of its responsibility in the repressive violence. Contrary to common belief, it did not put an end to revolutionary government, but invented a so-called « system of terror » which was attributed to Robespierre and his « accomplices », thereby transforming the Reign of Terror into a sort of autonomous entity separate from the revolutionary government. This political sleight-of-hand was accompanied by three decisive questions : how to reintegrate the banned representatives of the people who were still incarcerated or on the run ? how to pay tribute to those who were dead and made into « martyrs » ? what reparations to grant to their families ? In all three cases, there was a process of selection, involving some by no means innocent political choices.
