Cet article se propose de revenir sur les années fondatrices de la diplomatie culturelle des États-Unis en direction du bloc soviétique à travers l’étude d’une organisation méconnue, l’Inter-University Committee for Travels Grants (IUCTG). Fondée par des universitaires en 1955 afin de gérer les échanges en sciences humaines et sociales avec l’URSS, cette organisation offre un exemple intéressant du fonctionnement des réseaux privé-public en temps de Guerre froide. À travers cette étude de cas, l’article apporte un autre regard sur la chronologie, révélant en particulier l’opposition initiale du Département d’État aux échanges de personnes entre les États-Unis et l’URSS et, en conséquence, le rôle pionnier du secteur privé dans ce domaine. Il éclaire aussi les convergences et divergences entre l’État et les universitaires, notamment sur la finalité des échanges.

“We must widen every possible chink in the Iron Curtain”. The American Cultural Diplomacy towards the Soviet Bloc: the Case Study of Scholarly Exchanges (1955-1961) This article proposes to reconsider the founding years of the US cultural diplomacy towards the Soviet bloc through the study of an unknown organization, the Inter-University Committee for Travels Grants (IUCTG). Founded in 1955 by US scholars to administer academic exchanges with the Soviet Union in social sciences and humanities, this organization represents an intriguing example of a fully functional State-private network in the midst of the Cold War. Through the case study of the IUCTG, this article sheds new light on the chronology of events, revealing the initial State Department’s opposition to US-Soviet exchanges of persons and how, on the contrary, the private sector was a forerunner in this field. It also reveals convergences and divergences between the State and academics, in particular concerning the goals of those scholarly exchanges.
