In Belgium at the present time, there exists a certain consensus in support of the need to guarantee that everyone can afford to access a certain number of services providing basic rights (to health, education, social services, cultural provisions, etc.) Public authorities increasingly favour the giving of financial benefits directly to the users. This is the present practice, though indeed with variations, in a certain number of European countries such as England, France, Italy, Sweden, the Netherlands, Germany, etc. We see in this development the replacement of the financing of the offer of services by the financing of the claims for assistance. This article sets out to analyse the situation in Belgium.

En Bélgica, existe actualmente un cierto consenso en defender la necesidad de garantizar el acceso financiero universal a cierto número de servicios que asegu-ran la satisfacción de los derechos fundamentales (salud, educación, acción social, cultura, etc.) Los poderes públicos privilegian cada vez más la concesión de prestaciones financieras directas a los usuarios. Es una realidad —con variaciones— en cierto número de países europeos como Reino Unido, Francia, Italia, Suecia, los Países Bajos, Alemania, etc. Esta evolución parece marcar la sustitución de una financiación de la oferta de servicios por una financiación de la demanda. Este artículo proponer analizar la situación en Bélgica.
