RésuméLa performance de l’économie américaine en ce début du 21e siècle a souvent été jugée particulièrement brillante. Pourtant, l’été 2007 a vu réapparaître le spectre d’une crise financière aiguë. Le présent article dresse un panorama de l’économie américaine au terme des deux mandats du président George W. Bush en se concentrant précisément sur les aspects financiers. Il commence par analyser, d’un point de vue macroéconomique, l’ampleur et la signification des déficits budgétaire et extérieur, une situation qui aurait déjà conduit tout autre pays à une crise financière externe majeure ; il traite ensuite de la révolution financière qui s’est opérée depuis une décennie, qui a favorisé une meilleure répartition des risques mais a aussi encouragé un endettement exponentiel des ménages et finalement débouché sur la crise de l’été 2007 dont sont dévoilés les ressorts ; l’article explore enfin la portée du parallèle avec la crise de l’entre-deux-guerres.

The American economy’s results in this beginning of the 21st century have often been considered particularly brilliant. However, summer 2007 saw the reappearance of the specter of an acute financial crisis. The present article provides a panorama of the American economy at the end of two terms of President George W. Bush, focusing specifically on financial aspects. It begins by analyzing, from a macro economic point of view, the scope and significance of budgetary and foreign deficits, a situation that would have already led any other country to a major external financial crisis; it then deals with – and shows the workings of – the financial revolution going on for a decade that has favored a better distribution of risks but also encouraged an exponential indebtedness of households, finally ending up in the 2007 summer crisis; the article lastly explores the extent of the parallel with the crisis between the two world wars.
