Le programme Habitat, première implémentation méthodique du modèle Housing First en Espagne, a été lancé par la fondation Rais en 2014. Il vise à fournir un logement et un soutien aux personnes ayant une longue trajectoire de sans-abrisme et des besoins de soutien intensif. Cet article décrit, au préalable, le contexte espagnol du sans-abrisme lors du lancement du programme Housing First dans ce pays et les principaux éléments qui ont favorisé son introduction. Après avoir décrit les caractéristiques essentielles du programme, il présente ensuite les principaux défis rencontrés au cours du lancement, ainsi que quelques éléments facilitateurs et stratégiques utilisés en vue d’une mise en œuvre efficiente du modèle. Le choix de ces éléments est consécutif à un travail d’auto-évaluation réalisé dans les trois sites initiaux (Madrid, Barcelone et Málaga) concernant le niveau de fidélité au modèle initial.

The Habitat programme was launched by Rais in 2014 as the first systematic implementation of the Housing First ( hf) model in Spain. Hábitat aims at providing housing and support to people with a long homelessness trajectory and high support needs. This paper firstly describes the Spanish context of homelessness in the country when the programme was launched and the main elements which favored the introduction of the Housing First model in the country. After describing the main characteristics of the programme, the paper presents the main challenges experienced during the kick-off process and also some facilitators and strategies used for an efficient implementation of the model. These elements raised from a fidelity self-assessment to the hf model conducted in the three initial sites, Madrid, Barcelona and Málaga.
