La crise provoquée par le Covid‑19 s’est accompagnée d’une mobilisation très forte d’instances, de commissions, de conseils et de hauts conseils…, qui soit ont été saisis par les autorités gouvernementales, soit se sont autosaisis, pour produire des avis et des recommandations de bonnes pratiques. Ce phénomène s’est accompagné d’un décalage entre les instances fonctionnant dans le domaine de la santé publique, bénéficiant d’un encouragement des autorités gouvernementales, et les instances relevant de l’action sociale et médico-sociale. Dans tous les cas, faut-il y voir une opportunité pour renforcer, avec ces instances, les démarches démocratiques ou, au contraire, constater le prolongement d’un fonctionnement bureaucratique sans portée significative ? Autrement dit : démocratie consultative ou administration consultative ?

The crisis provoked by Covid‑19 was accompanied by a very strong mobilization of bodies, commissions, councils and high councils, which were either called upon by government authorities, or were self-selected, to produce opinions and recommendations for good practice. This trend has been associated with a discrepancy between the bodies operating in the field of public health, which are supported by government authorities, and bodies operating in the field of social and medico-social action. The author asks should we see this as an opportunity to strengthen democratic approaches by means of these bodies or, on the contrary, are they an extension of bureaucratic functioning without any significant impact ?In other words: do they represent consultative democracy or consultative administration ?
