Ne pas mettre le public devant notre complexité, tel est le choix fait par le conseil départemental de la Gironde. Face à l’agencification du social, tendant à transformer les collectivités territoriales en simples opérateurs de l’État, la Gironde a pris à cœur l’expression de chef de file et développé une coopération par le bas des collectivités territoriales. Elle l’a fait non tant par le recours à la conférence territoriale de l’action publique ( ctap) – qui n’a pas prouvé son utilité et est un échec relatif – que par les conventions territoriales d’exercice concerté ( ctec). Ces dernières, dans le cadre d’un projet commun d’accueil inconditionnel des usagers, organisent un réseau entre collectivités territoriales permettant une bonne orientation des populations fragilisées. Outil au service des usagers et des agents, il permet d’incarner le schéma d’amélioration de l’accessibilité au service public.

The Gironde Departmental Council has chosen not to put the public before our complexity. Faced with the agencification of the social sector, which tends to transform local authorities into mere operators of the State, the Gironde has embraced the expression “chef de file” and developed a bottom-up cooperation between local authorities. It has done this not so much by resorting to the territorial conference on public action ( ctap), which has not proved its usefulness and is a relative failure, as by the territorial agreements on concerted exercise ( ctec). The latter, within the framework of a common project for the unconditional reception of users, organize a network between territorial authorities to ensure the proper orientation of vulnerable populations. A tool at the service of users and agents, it makes it possible to embody the plan to improve access to public services.
