La « transformation de l’offre médico-sociale » est un énoncé politique doublement performatif. D’abord parce qu’il évoque un tournant, du moins un changement dans la politique médico-sociale, mais surtout parce qu’il positionne celle-ci comme une « offre », c’est-à-dire – si l’on s’en réfère aux manuels d’économie – une quantité de produits mise à l’échange sur un marché en fonction d’un prix. C’est à l’aune de cette acception que cet article se propose d’interpréter les politiques publiques récentes en matière d’action sociale. Avec le concept de « désencastrement », emprunté à l’intellectuel hongrois Karl Polanyi, il s’agit d’expliquer cette « transformation de l’offre médico-sociale » comme un avatar, parmi d’autres, d’un puissant reformatage matriciel de ce secteur à l’aune de l’idéologie du marché autorégulateur.

The “transformation of the medico-social offer” is a doubly performative political statement. Firstly, because it evokes a turning point in medico-social policy. Secondly because the medico-social policy appears like an “offer”. According to economics textbooks, it means a quantity of products traded on a market. This article proposes to interpret recent social policies in the light of this meaning. It’s about explaining this “transformation of the medico-social offer” with the concept of “disembedding”, taken up to the Hungarian intellectual Karl Polanyi. In this sense, it is an avatar of a powerful matrix reformatting of this sector according to the ideology of the self-regulating market.
