Cet avant-propos présente l’historique de la réflexion menée depuis 2011 par le Groupe de travail d’Epargne Sans Frontière (ESF) sur le financement des collectivités territoriales africaines. Il présente les axes de travail du Groupe, l’organisation du dossier, le public cible visé et les raisons du choix des petites agglomérations urbaines comme point d’application principal des travaux du Groupe. La problématique générale du dossier est ensuite présentée. Elle part des deux légitimités, opérationnelle et politique, qui fondent les communes élues et examine les deux objectifs assignés aux collectivités territoriales : le développement économique et social, ainsi que la démocratie. Ces éléments introduisent la dernière partie qui revient au cœur du dossier : les finances (le financement) des collectivités territoriales urbaines de petite et de moyenne taille, dont les diverses composantes sont détaillées, qui constituent certainement le point noir des politiques de décentralisation.

This preamble outlines the background of the work Epargne Sans Frontière (ESF) set up in 2011 on financing African local governments. It presents the major working areas of the group, the way the file is organized, the target audience and the reasons for which mainly small urban cities were aimed at for the group to work on. The general issue of this whole file is then reviewed. It begins with a presentation of the two operational and political legitimacies on the ground of which municipalities have been set up and then gives an overview of the two objectives local governments have been assigned to : economic and social development, democracy. These components pave the way to the last chapter which is at the heart of the file : the finance (the financing) of small and medium urban municipalities whose various components are presented and which certainly is the decentralization black spot.
