Résumé La Région, les Départements, l’Etat territorial et le mouvement sportif en Aquitaine mènent des actions au profit du sport de haut niveau, politique d’essence nationale définie par l’échelon central de l’Etat et du mouvement sportif. L’objectif de cet article consiste non seulement à comprendre les objectifs inhérents à leur implication, mais encore à cerner les modes d’opérationnalisation de leurs interventions, communes et/ou respectives. Il s’agira de vérifier si les initiatives décidées par l’ensemble de ces acteurs territoriaux aboutissent à la création d’un dispositif concerté en région. Plusieurs « outils » ont été utilisés pour l’investigation : les documents budgétaires et administratifs en provenance des acteurs institutionnels impliqués, les prestations aux sportifs de haut niveau, la réalisation d’entretiens semi-directifs destinés à comprendre les raisons motivant l’action publique dans ce secteur. La recherche démontre que la territorialisation du haut niveau en Aquitaine se caractérise par une complexité certaine. L’interventionnisme notamment des collectivités territoriales s’accompagne, dans l’ensemble, de pratiques partenariales le plus souvent opaques et fermées qu’aucun acteur n’est aujourd’hui en mesure de canaliser.

Abstract The Region, the Department, the Devolved Services of State and the sport movement in Aquitaine lead actions for the benefit of the high-level sports, policy of national essence defined by the central level of State and sport movement. The purpose of this paper consists not only in understanding the inherent goal to their implication but still in defining the modes of implementation of their common and / or respective interventions. It will consist in checking if the initiatives decided by the whole of the territorial actors result, in creation of a concerted plan of action in the Region. Several “tools” were used for this study : budgetary and administrative documents from involved institutional actors, the benefits for the high-level athletes, the realization of semi-pointed interviews intended to understand the reasons that justify public action in this field. The research shows that territorialization of high-level sports is characterized by a certain complexity. The interventionism, notably from local communities has been accompanied by practices of partnership which are the most often opaque and closed so that no actors are today able to direct them.

Resumen La región, los departamentos, el Estado territorial y el movimiento deportivo en la Aquitania, realizan acciones en función del deporte de alto nivel, la política esencialmente nacional es difundida por el estado central. El objetivo de este artículo consiste no solamente entender los objetivos de su implicación que tiene la política en la región sino también acotar los modos operacionales de sus intervenciones comunes. Se trata de verificar si las iniciativas del conjunto de actores territoriales llegan a un resultado en la creación de un dispositivo que pueda beneficiar a la región. Varios instrumentos son utilizados en la investigación : documentos económicos y administrativos provenientes de los actores institucionales implicados, las prestaciones a los deportistas de alto nivel, realización de entrevistas semdirectivas destinadas a entender las razones que motivan a la acción pública. La investigación demuestra que la territorización del alto nivel en Aquitania se caracteriza por ser muy compleja. El intervencionismo de las colectividades territoriales son acompañadas por prácticas cerradas que ningún actor es capaz de medir y canalizar.

Zusammenfassung Die Region, die Departements, der Territorialstaat und die Sportbewegung in Aquitanien setzen sich in Form einer deutlich nationalen Politik, die durch den Staat und die Sportbewegung auf zentraler Ebene definiert ist, für den Sport ein. Ziel dieses Artikels ist es nicht nur, die ihren Implikationen inhärenten Ziele zu verstehen, sondern auch die Operationalisierungsformen ihrer gemeinsamen und/oder jeweiligen Interventionen zu erfassen. Es wird darum gehen, zu verifizieren, ob die von der Gesamtheit dieser territorialen Akteuren beschlossenen Initiativen zur Schaffung einer konzertierten Einrichtung in der Region führen. Mehrere ?Werkzeuge“ wurden für die Untersuchung benutzt: Dokumente über Finanzen und Verwaltung von den beteiligten institutionellen Akteuren, Zuwendungen an Hochleistungssportler und die Durchführung semi-direktiver Interviews, um die Gründe zu Verstehen, welche die öffentlichen Handlungen in diesem Bereich motivierten. Die Untersuchung zeigt, dass die Territorialisierung des Hochleistungssports in Aquitanien durch eine deutliche Komplexität gekennzeichnet ist. Die übertriebenen Interventionen, vor allem der territorialen Gruppierungen, sind in ihrer Gesamtheit von partnerschaftlichen Praktiken begleitet, die meist undurchsichtig und abgeschottet sind und die heute keiner der Akteure steuern kann.

Riassunto La Regione, i Dipartimenti, lo Stato territoriale ed il movimento sportivo in Aquitania realizzano delle azioni a vantaggio dello sport di alto livello, politica d’essenza nazionale definita su scala centrale dallo Stato e dal movimento sportivo. Lo scopo di quest’articolo consiste non solamente nel comprendere gli obiettivi inerenti alla loro implicazione, ma ancora a delineare i modi di operazionalizzazione dei loro interventi, comuni e/o rispettivi. Si tratterà di verificare se le iniziative decise dall’insieme di questi protagonisti territoriali sfociano nella creazione di un dispositivo concertato in regione. Parecchi “strumenti” sono stati utilizzati per l’indagine : i documenti di budget ed amministrativi provenienti dai protagonisti istituzionali implicati, le prestazioni fornite agli sportivi di alto livello, la realizzazione di incontri semidirettivi destinati a comprendere le ragioni motivanti l’azione pubblica in questo settore. La ricerca dimostra che la territorializzazione dell’alto livello in Aquitania è caratterizzata da una certa complessità. In particolare, l’interventismo delle collettività territoriali è accompagnato, nell’insieme, da pratiche di partenariato molto spesso opache e chiuse che nessun protagonista è oggi in grado di canalizzare.
