The influence of public policies evaluation on organizational learning: A study on French local authorities

Public policy evaluation practices are developing at the regulatory and voluntary levels at the local level (Boutaud 2015), yet the learning effects for the local authorities involved are not obvious. Through a distinction between cognitive, cultural and structural learning, we question the methods of evaluations (through intrinsic and contextual factors) that promote learning in communities. To answer this question, a questionnaire was sent to French local authorities. The linear regressions carried out on nearly 300 responses revealed the characteristics that influence the three types of learning identified. The results make it possible to formulate managerial recommendations to promote these organizational learning.
