<br/><br/> This article presents a low-tech prototype designed to structure stakeholder relations and PESTEL vulnerabilities within a framework of territorial governance. Tested in a municipality, it represents an initial building block toward a territorial artificial intelligence system (SIAT) that is ethical, explainable, and tailored to local specificities.
