Les premiers équipements sportifs à La Réunion : une politique de		  l'Etat (1956-1971)

<br/><br/> Résumé Cet article porte sur les mises en œuvre locales des premières lois-programmes d’équipements sportifs, édictées par le Haut-Commissariat à la Jeunesse et aux Sports, au tournant des années 60. Il s’attache à souligner pour le cas singulier du tout nouveau département d’outre-mer : La Réunion, les décalages temporels mais aussi les temps forts des réalisations concrètes ainsi que les marges d’adaptation de ces programmes. L’année 1963 amorce une politique de départementalisation en matière d’équipements sportifs, à La Réunion. L’action décisive de l’Etat français est largement appuyée et accélérée par Michel Debré, élu député de La Réunion. Cette politique de rattrapage ne permet pas à la fin des années 60 la diversification des infrastructures, largement dominées par l’hégémonie du « terrain de football municipal ». Cet article montre que l’analyse des constructions sportives constitue un analyseur pertinent des transformations politiques et sociales du jeune département.  Abstract This article concerns the local application of laws providing framework for long term government programmes, defined by the Ministry of « la Jeunesse et des Sports », Maurice Herzog, during the sixties. It aims at emphasizing the specific situation of Reunion, only recently promoted to the status of an overseas department of France (a department is an administrative division of the country, similar to a « british county »). Considered in this paper are the considerable gap to close and the main periods of activity resulting in new constructions, but also the possibilities of local adaptation of these programmes. 1963 marks the beginning of the application of departmental sports facility policies. This decisive action of the French government was heartily supported and promoted by M. Michel Debré, Deputy for Reunion. In the late sixties this policy to catch up with Metropolitan France did not, however, allow for diversification of the facilities. The sports scene is still dominated by the hegemony of the local football grounds. This article shows that the construction of sports facilities (mostly football stadiums) is a pertinent indicator of political and social transformations in this new department.  Resumen El presente artículo, trata sobre las obras locales referidas a las primeras leyes-programas de equipamientos deportivos dictadas por el Haut-Comissariat de la Juventud y los Deportes en los años 60. Es importante señalar que en el caso particular de un nuevo departamento de otra-mar “La Reunión”, con sus diferencias de distancia y períodos fuertes de realizaciones en la aplicación y adaptación de estos programas realizados el año 1963, mediante una política de departamentalización en materias de equipamientos deportivos. La acción desiciva del estado Francés fue apoyada por Michel Debré diputado por la Reunión. Esta política de recuperación permitio hasta los años 60 la diversificación de la infraestructura, dominada en esa época por la hegemonia de la “Cancha de fútbol municipal”. Este artículo muestra que los análisis de construcciones deportivas constituye un sujeto pertinente de transformaciones en políticas sociales de este nuevo departamento.  Zusammenfassung Dieser Artikel betrifft die lokale Einführung der ersten Gesetzesprogramme bezüglich der Sportstätten, herausgeben durch das Haut-Commissariat für Jugend und Sport in den 60er Jahren. Er hebt für den Fall der Réunion, einem ganz neuen überseeischen Departement, Zeiten des Hinterherhinkens, aber auch Blütezeiten für konkrete Realisierungen hervor und auch Verzögerungen in der Umsetzung dieser Programme. Im Jahr 1963 setzt auf der Réunion eine Departementalisierung bezüglich der Sportstätten ein. Die entscheidende Aktion des französischen Staates wird besonders durch Michel Debré, den Abgeordneten der Réunion, unterstützt und beschleunigt. Diese Aufholpolitik erlaubt es nicht, Ende der 60er Jahre die Infrastruktur zu diversifizieren, die deutlich von den städtischen Fußballplätzen geprägt ist. Dieser Artikel zeigt, dass die Analyse der Sporteinrichtungen ein aussagekräftiger Analysator der politischen und sozialen Transformationen des jungen Departements darstellt.  Riassunto Quest’articolo descrive le attuazioni locali delle prime leggi-programmi di attrezzature sportive, emanate dall’Alto Commissariato della Gioventù e degli Sport, a cavallo degli anni ’60. Sottolinea il caso singolare di ogni nuovo dipartimento d’oltremare: La Réunion, gli spostamenti temporali ma anche i tempi forti delle realizzazioni concrete, così come i margini di adattamento di questi programmi. L’anno 1963 avvia una politica di departimentalizzazione in materia di strutture sportive a La Réunion. L’azione decisiva dello Stato francese è ampiamente appoggiata ed accelerata da Michel Debré, eletto deputato a La Réunion. Questa politica di recupero non permette alla fine degli anni ’60 la diversificazione delle infrastrutture, largamente dominate dall’egemonia del “campo di calcio municipale”. Quest’articolo mostra che l’analisi delle costruzioni sportive costituisce un analizzatore pertinente delle trasformazioni politiche e sociali del giovane dipartimento.
