<br/><br/> La piraterie maritime est un phénomène ancien et récurrent, qui prend un nouveau relief pour deux raisons : d’une part, le monde occidental y est plus sensible qu’auparavant en raison des nouvelles fragilités d’une économie mondialisée ; d’autre part, elle est le déclencheur d’une prise de conscience d’importants changements d’ordre géopolitique. Face aux menaces qu’elle fait peser sur l’économie mondiale, États et acteurs privés multiplient les initiatives visant à la dissuasion et à la répression de la piraterie.Pourtant, criminalité organisée transnationale par excellence, la piraterie maritime prospère sur les failles de notre ordre international. D’où la nécessité d’y mettre fin, non pas pour le peu de nuisance qu’elle produit réellement, mais en raison des déséquilibres géopolitiques potentiels qui sont inhérents à sa logique. À cette fin, les Nations unies doivent redonner une cohérence aux différentes initiatives et politiques en cours, avec la ferme volonté politique de privilégier la stabilité des États riverains.  Even though it is an old and lasting plague, maritime piracy is back on the headlines, mainly for two reasons : first, Western States are more sensitive to its toll on a world economy which has been weakened since it went global ; second, piracy is acting as a wake up call bringing upon us the realization that in some aspects the world geopolitical balance is at stakes. Faced with this threat and arising risks for the world economy, both States and private stakeholders have undertaken many projects aiming at deterring and punishing piracy. Being a transnational organized crime, piracy acts as a tracer of the weaknesses of the established international order. It is thus necessary to put an end to it, not because of its relatively low impact on business but because of the risks of geopolitical unbalance it carries. To that respect, the United Nations must take a strong political lead and provide a global guidance encompassing the current patchwork of initiatives and policies, mostly in order to achieve stability in the States endangered by piracy.
