<br/><br/> L’article s’intéresse au lien entre la politique budgétaire et le développement effectif que représentent les Objectifs de développement durable (ODD). En mettant en exergue la stratégie macroéconomique adoptée implicitement dans le cadre des ODD, il soulève la question de l’inadéquation de ses hypothèses de base au regard de ces objectifs et montre ensuite que le principe de l’équilibre budgétaire inhérent à cette stratégie est inapproprié. Enfin, l’article invite à réfléchir sur les fondements d’une politique budgétaire « proactive » jugée compatible avec la poursuite des ODD. Classification JEL : B5, E6, H6, O1  This article seeks to elucidate the link between fiscal policy and the effective development represented by the Sustainable Development Goals (SDGs). By highlighting the macroeconomic strategy implicitly adopted within the framework of the SDGs, it raises the question of the inadequacy of its basic assumptions with regard to these goals and shows that the principle of a balanced budget inherent in this strategy is inappropriate. Finally, the article invites reflection on the foundations of a “proactive” fiscal policy that is deemed compatible with the pursuit of the SDGs.
