The “end” of European construction

The “end” of European construction can be understood in three ways: an achievement, a definitive interruption, or the ultimate goal of the European project. The article explores the third sense, and aims at describing the objectives of European construction. The ultimate end of the project should logically be the creation of a European “polity,” internally peaceful and externally able to manage potential conflicts with other actors. As the European Union is still a “quasi-polity,” it is possible to measure the consequences of this situation of non-achievement of the project in terms of capacities to guarantee peace in Europe and the capacities of Europe to contribute to peace in the world.
