    <subfield code="a">Water, an essential yet fragile resource under the combined pressures of climate change and competing uses, has become a central issue for territorial industrial dynamics. This paper examines the conditions for the emergence of collective water management inspired by industrial ecology and conceived as a systemic organizational innovation. The analysis focuses on the case of Dunkirk, a port and industrial territory where water plays a strategic role in the industrial symbiosis. Drawing on a participatory research approach, the study characterizes existing and projected water-related synergies, identifies the conditions supporting their consolidation as well as the obstacles encountered (flow quality, costs, governance), and proposes a typology of water governance scenarios ranging from technical optimization to the constitution of a territorial commons. The main contribution lies in highlighting the organizational and institutional mechanisms that shape the transition from a logic of technical efficiency to a governance of the commons.</subfield>

Cette communication interroge les conditions d&#x2019;&#xE9;mergence d&#x2019;une gestion collective de l&#x2019;eau bas&#xE9;e sur les principes de l&#x2019;&#xE9;cologie industrielle et envisag&#xE9;e comme une innovation organisationnelle syst&#xE9;mique. L&#x2019;analyse s&#x2019;appuie sur le cas de Dunkerque, territoire portuaire et industriel o&#xF9; l&#x2019;eau occupe une place strat&#xE9;gique dans la symbiose industrielle. &#xC0; partir d&#x2019;une d&#xE9;marche de recherche participative, l&#x2019;&#xE9;tude caract&#xE9;rise les synergies hydriques existantes et en projet, identifie les conditions favorisant leur consolidation ainsi que les freins rencontr&#xE9;s (qualit&#xE9; des flux, co&#xFB;ts, gouvernance). Elle propose enfin une typologie de sc&#xE9;narios de gouvernance hydrique, allant de l&#x2019;optimisation technique &#xE0; la constitution d&#x2019;un commun territorial. Cette recherche contribue &#xE0; &#xE9;clairer la capacit&#xE9; des dispositifs territoriaux &#xE0; passer d&#x2019;une logique d&#x2019;optimisation des flux &#xE0; une logique institutionnelle de gouvernance des communs.</subfield>
