<br/><br/> There are economic and strategic stakes for France’s defence policy involved in arms transfers. The success of recent arms sales has contributed to the good financial health of the technological and industrial foundation of defence in France, and to stronger links with partner states. However, the transformations of arms markets and the risks these changes incur must be taken into account in arms export policy. This article deals with two consequences of these transformations for controls on arms exports: technology transfers associated with arms deals, and the expanding use of civilian technology for military purposes.
