N2  - Since the end of the Cold War, air power has played a major role in the management of international crises. Thanks to its intrinsic characteristics, it has become a critical tool for politicians, allowing them to connect diplomacy and strategy. This concept of coercion seeks to persuade an opponent to stop an ongoing action by the use, or the threat of use, of military force. This coercion mainly involves air power and has revived the debate on the decisiveness of air power that began in the 1920s. The following article analyzes the phenomenon through the study of two conflicts: Kosovo in 1999 and Libya in 2011. Their similarities, especially the modalities of the use of air power, make this study relevant
