The postrevolutionary Tunisian Constitution intended to transform the Tunisian territory by establishing three types of communities (municipalities, regions, and districts). The challenges of this transformation are significant and raise the following questions: Is the new territorial division able to prevent the marginalization of certain areas? Does the territorial network, which seeks beneficial synergies for marginalized regions by putting them in geographical units with “developed” areas, solve the problem of regional disparities? Does the democratization of the political system, particularly at the local level, interest the youth sufficiently for them to occupy their space and exercise their rights of citizenship? To answer these questions, we refer to legal documents associated with the Tunisian territory, particularly the 2014 Constitution, and also to works of legal doctrine, as well as the reflections developed in other specialties.
