<br/><br/> Over the past two decades, the environmental strategies of international organizations in developing countries have experienced a degree of evolution. This has consisted in a shift from a technical understanding of environmental questions and a technocratic and sectoral process on the part of international organizations to a deliberative, participative process in the implementation of programs, while returning to long-term planning with multi-sectoral aims. However, these ruptures should be nuanced as the changes were mainly in the discourse and the principle of appropriation proposed by international organizations is antithetical to conditionality.
