From the 1815 Congress of Vienna to the 1961 Conference of Vienna, the international community gradually developed by expanding, but also by establishing an international legal framework structured around texts. In particular, the status of diplomats was considered at length and, in spite of ongoing tensions, resulted in the 1961 convention.
