Des bains-douches populaires aux douches municipales

<br/><br/> La loi Strauss du 12 avril 1906 autorise les Caisses d’épargne à créer des établissements de bains-douches et à leur fournir pour cela une aide pécuniaire dans les mêmes conditions que pour les Habitations à Bon Marché (HBM). Cet article propose une analyse de la construction de ce cadre légal national en matière d’équipements publics d’hygiène, par des acteurs intervenant à plusieurs échelles, et de son effet sur les projets et les actions à l’échelle locale. L’analyse croise les cas d’Amiens et de Pau, deux villes moyennes qui ont pour intérêt de partager une même situation initiale. Les premiers établissements populaires de douches y ont été construits entre 1907 et 1910 à l’initiative des Caisses d’épargne locales. Toutefois, malgré cette matrice originelle commune, leur histoire diverge au fil du temps, au point qu’aujourd’hui il n’existe plus de bains-douches à Amiens alors que ce service subsiste à Pau. Cet article retrace et analyse cette histoire, au croisement du politique, du social et de l’urbain.  The Strauss Act of 12 April 1906 authorised the Caisses d’Épargne to set up bath and shower establishments and to provide them with financial assistance on the same terms as the Habitations à Bon Marché (HBM, an early form of social housing). This article analyses the construction of this national legal framework for public hygiene facilities, by players operating at several levels, and its effect on projects and actions at local level. The analysis combines the cases of Amiens and Pau, two medium-sized towns that shared the same initial situation. The first public shower facilities were built there between 1907 and 1910 on the initiative of the local savings banks. However, despite this common original matrix, their histories have diverged over time, to the extent that there are no longer any shower-baths in Amiens today, whereas this service still exists in Pau. This article traces and analyses this history, at the intersection of the political, the social and the urban.
