Fiscal constraints on both sides of the Atlantic have drastically reduced transatlantic capabilities at a time when the continuing geopolitical instability requires all the attention and resources of the transatlantic partners and calls for close cooperation. However, it seems that agreeing to common frameworks is laden with difficulties that are hard to overcome, whether at the level of NATO or within the European Union itself. Are the existing structures appropriate for responding to the current challenges?
