Towards a transformative and territorial leadership: The case of organic farming development in Occitanie

<br/><br/> The aim of this article is to characterize the modalities of transformative leadership in support of local public action. It posits that this transformation is based on both the democratic and the distributed dimensions of leadership, and that it is concretely manifested in the territory concerned. To operationalize the concept of Territorial Transformative Leadership (TTL), it draws on a case study of a French Region, Occitanie, which is leading the political project to transform production methods from conventional to organic farming (OF). Twenty semi-structured interviews were conducted in Occitanie. Our results show the analytical potential of the concept of TTL, which reveals (dis)equilibria between the two dimensions of TTL, and questions both the ecosystem of actors driving public action, and the interdependencies between ecosystem and territory.  Cet article a pour objectif de caractériser les modalités d’un leadership transformatif au service d’une action publique locale. Il fait la double hypothèse que cette transformation s’appuie sur les dimensions démocratiques et distribuées de leadership et se manifeste concrètement dans le territoire concerné. Pour opérationnaliser le concept de Leadership Transformatif Territorial (LTT), il s’appuie sur une étude de cas d’une région, l’Occitanie, qui porte le projet politique de transformer les modes de production vers l’agriculture biologique (AB). Une vingtaine d’entretiens semi-directifs ont été menés en Occitanie. Nos résultats montrent le potentiel analytique de ce concept qui permet de révéler les (dés)équilibres entre les deux dimensions du LTT ; d’interroger l’écosystème d’acteurs menant l’action publique ; et de questionner les interdépendances entre écosystème et territoire.
