N2  - This article provides elements from economics of culture to analyze the historical heritage in Mexico, highlights the role of business restoration of built heritage, given that the enhancement produces a set of local cultural goods and services that competes in the global markets. In this way, the heritage becomes a competitive advantage for Mexico and a potential element of local development with global links. This analysis leads to a proposed outline for public policy that affects inter-value chain through public investment in preservation, rehabilitation, restoration and reuse of the heritage
