“Civil” Intelligence? A Research Agenda. Intelligence has already been studied in the political and military field, then in the business sector. But Competitive Intelligence research almost ignores NGOs. The main concepts related to legal intelligence for businesses are presented. Then an overview of existing bridges between NGOs and CI is given. Nonprofits can be watched and manipulated by companies, or be Competitive Intelligence partners. The last part of the article describes pieces of evidence of intelligence practices in nonprofits, presents a new concept (Civil intelligence) and a research agenda.
