N2  - Directive 2019/1937 adopted on October 23, 2019, by the Council and the European Parliament is an important text in the project to construct a European framework for the protection of environmental whistleblowers. Although at first glance the directive seems to simply codify the case law of the European Court of Human Rights, it actually presents specific features related to its scope. By explicitly referring to the environment as one of the legal bases and by extending protection to certain legal persons, the European Union is putting forward a general framework that is potentially suitable for environmental matters. However, the effectiveness of this tool remains uncertain, on the one hand, because of the requirement to comply with a fairly restrictive reporting procedure, and on the other hand, because of the need to transpose this text into national law
