N1 - 48 N2 - This article explores the consequences of a public service’s quantified performance obligations for unemployed people with disabilities. It is based on a survey conducted between 2014 and 2017 in the French public service called Cap emploi, deployed by associations and dedicated to job seekers with an administrative recognition of disability. The complementary use of ethnographic and statistical methods shows how this performance-based management forces counsellors to evaluate the “employability” of unemployed people according to employer satisfaction criteria. Disability is reinterpreted in the light of these criteria, leading to a hierarchy of types of disabilities according to “employability judgements” based on each of these criteria. The consequences of this obligation to achieve results can be seen in the entry sorting of unemployed people, during which disability is a determining factor, in addition to age and qualification.
