N1 - 98 N2 - This article describes the financing mechanisms that OECD countries use to provide health coverage to their residents. Most often, residents are guaranteed basic health coverage by the government or by social insurance. In two-thirds of OECD countries, voluntary private insurance offers a second level of coverage (duplicate, supplementary, and/or additional). These types of health coverage and the financing mechanisms that underpin them differ in their capacity to bring in money for the health system, to mutualize risks, and to ensure (horizontal and vertical) redistribution. Basic coverage is effectively universal in two-thirds of OECD countries and very often offers a “basket of care” that is the same for all individuals in that country.
