N1 - 19 N2 - Based on a primary alcohol prevention program in Lorraine (France), the authors developed a tool for an evaluation of performance consisting of a card index used to assess each action in the program. This tool can be applied to various programs, in particular regional healthcare programs. Before presenting the tool, the authors specify the conceptual frameworks to which they refer and present the process of performance evaluation expressed as the evaluation of results and processes. This assessment combines a quantitative approach based on indicators and a qualitative one based on the analysis of the discourse context. This shows how these two types of assessment meet different and complementary aims. The tools presented here include nine index cards. The first eight cards are combined in a booklet that makes possible a description and evaluation of each contributive action in the program. The ninth card presents a synthesis that makes it possible to follow and assess the entire program in comparison with the baseline.
