They are organized in two chronological series : 1914-1918 WW1 and 1918-1940 – as well as general and individual files. This is rare and precious source for social and administrative history related to both the collective and personal fates in France of two minorities from the same empire. The relatively favorable attitude of the French state, even in time of war, is not exclusive of suspicion toward “homeless” foreigners as a presage of the forthcoming spirit of Vichy
