N2  - Projects for establishing common agricultural policies (CAP) in Africa have been multiplying in recent years, most of them taking the European experience in this area as reference. However, although the ambitions and declared intentions are similar, there is a strong divergence between the two continents in the economic, political and cognitive contexts in which such CAPs are to be implemented. The European Union’s CAP was moreover devised according to on a “protectionist” model that gradually opened up to the outside whereas Africa has accepted, although more so than adopted; a model of “open regionalism”, giving priority to the global market. Also, whereas the elaboration of the European CAP is characterized by structured and determinant political exchanges between agricultural federations and national and then European-level powers, the paths taken by the African CAPs bear the mark of dependence on both the financial resources and expertise of external partners, and are characterized by a low level of participation of farmers’ organizations until their recent emergence at regional level
