N1 - 17 N2 - ‪The Covid-19 crisis had a strong impact on forms of public action. In Cameroon, educational policies during the pandemic show how hybrid modes of governance—combining State and international aid mechanisms—can be reconfigured by a health crisis. In contrast with the discourse on aid dependency among African States, this article shows how programs carried out by non-State organizations can be used by a government to support its own objectives.
