Control systems are viewed typically as a setback for organizational learning. The reality is, however, more complex. This paper tries to complete Kloot’s work with a more comprehensive approach. (1997). It uses an analytical framework to describe the impact of control systems on the validity of organizational methods and/or related objectives. The viewpoint adopted in this research-a local government-focuses on political aspects such as the influence of elected official which potentially could call into question the usefulness and rationality of monitoring tools.
