N2  - This article analyses the implementation of gender mainstreaming through the example of projects and regional and departmental employment programmes for the European Social Fund, which makes gender equality a criterion for funding. It highlights the new dynamics introduced by this method among agents of the Employment Public Service ( spe), mainly through the actions of women already won to the cause of gender equality. It points out both the organisational and social obstacles to a real integration of equality as a goal in project management
