The Articulation between Cultural Democratization and Cultural Democracy in the Legal Framework of Centres Culturels

This essay illuminates, explains, and assess the articulation between the political objectives of democratization and cultural democracy in the currently changing legal framework of cultural policies in the legal framework of the “Centres culturels” of the French Community of Belgium. The goal of the article is twofold. First, it demonstrates the difficulty – institutionally and politically embedded – in coherently articulating how cultural democratization and cultural democracy developed a process of fragmentation and of stacking of cultural policy objectives. It then shows that the sector of “Centres culturels” is now influenced by the rhetoric of “cultural rights” and that this new influence could rethink the articulation between cultural democracy and cultural democratization.
